Insaaf Ki Devi ("goddess of justice") comes from director S. A. Chandrasekhar, who made a long run of angry films in Tamil and Hindi about ordinary people driven to fight a corrupt system. Here the story centres on Rekha, playing a strong-willed woman who refuses to let injustice pass, with Jeetendra as the hero in her life. As in the director's other films of the period, courts, police and powerful villains are shown as failing the common citizen, and the heroine's quest for justice turns into open confrontation. It belongs to the early-1990s wave of Hindi social action dramas in which Rekha often played avenging or crusading women.
