William Luk, a senior investigator with Hong Kong's Independent Commission Against Corruption, looks into an allegation that a police superintendent has been taking bribes. The case quickly leads to something much larger: a fund scheme that is set to swindle investors, including the government, out of billions, run by people with friends in high places. As Luk's team closes in, they come under pressure from the police, from lawyers and from inside their own ranks. Z Storm launched David Lam's series of 'Storm' films about Hong Kong's corruption fighters, and its success led to S Storm, L Storm, P Storm and G Storm. David Lam, the director, served in the ICAC before he went into film and television, and he used that background to make the procedures feel authentic. Louis Koo returns as Luk in every film of the series.
