Vijay Sethupathi plays a young Sri Lankan Tamil who has fled the war and lives in India without documents, unable to claim a nationality or a future. He has a gift for music and dreams of performing, but every step towards a normal life, including a romance with a young woman played by Megha Akash, runs into the question of who he is on paper. The film takes its title from a famous line by the Sangam poet Kaniyan Poongundranar, "every town is my town, everyone is my kin", and uses it as a plea for compassion towards stateless people. The film faced a long delay before reaching cinemas in 2023.
