Dev Pratap Singh and Tejinder Khosla are senior police officers in Mumbai and friends of many years. After Khosla's son is killed in a terror attack, he grows convinced that a whole community is to blame, while Dev insists that the law must apply to everyone. When a cynical politician stirs up riots for his own ends and the police are ordered to look away, Dev must choose between loyalty to the force and his conscience, and a young woman, Aaliya, who has lost her father in the violence becomes a witness the powerful want silenced. Govind Nihalani, director of Ardh Satya, made Dev as a hard-hitting response to the communal violence of the early 2000s. Kareena Kapoor received some of the best reviews of her early career for her role.
