Mumbai's police set up a special unit, the Department, with licence to eliminate gangsters rather than arrest them. Its chief, the hard-bitten Mahadev Bhosale, recruits Shiv Narayan, a young officer suspended for his trigger-happy methods. As they wage war on the underworld, the lines blur: Mahadev seems to be taking sides between rival gangs, and Shiv finds himself drawn to Sarjerao Gaikwad, a former don turned politician who speaks in riddles and plays every faction against the others. Department marked Ram Gopal Varma's return to the encounter-cop territory of his earlier gangster films, with Amitabh Bachchan in a showy role. It was shot largely on small digital cameras, often rigged in unusual places, a technique that got much attention. Telugu star Rana Daggubati plays the young officer.
