G. K. Rayudu is the paunchy, scheming mayor of the city, deep in corruption and in the pocket of criminals. Chandram is a cheerful, penniless young man who happens to look exactly like him. When circumstances put Chandram in the mayor's place, he has to fool the mayor's family, associates and enemies, and at the same time he begins to uncover the full extent of the man's wrongdoing. Vijayashanti plays the heroine, with Charan Raj and Nagesh in support. Kamal Haasan plays both men, using heavy make-up and a completely different body language for the mayor, and the double act is the main draw. The film was a hit in Telugu, was dubbed into Tamil as Indran Chandran, and features songs by Ilaiyaraaja.
