When a political procession blocks the road and an ailing young woman cannot reach hospital in time, her father refuses to accept that nobody is to blame. A man of modest means, he files a case against the culture of rallies, protests and blockades that paralyse ordinary life, and finds an unlikely ally in a principled lawyer as he takes on politicians and a system that would rather he went away. Kaagaz 2 is a courtroom social drama that asks whether the right to protest can override the right of others to move freely. It is a spiritual successor to Satish Kaushik's Kaagaz (2021), and it was Kaushik's last film, released in 2024 after his death the year before. He shares the screen with his long-time friend Anupam Kher.
