Striking Distance (1993)

Tom Hardy comes from a family of Pittsburgh police officers, but after he testifies against his own partner for brutality, the department turns cold on him. When his father is killed while chasing a serial strangler, Tom insists the murderer is a cop, and for his trouble he is pushed out of homicide and onto the river rescue squad. Two years later women connected to his past begin turning up dead in the rivers, and Tom, now teamed with a new partner who has secrets of her own, starts digging again against the wishes of his uncle and the men he grew up with. Bruce Willis made the film between his Die Hard outings, and it is a straight police thriller with family loyalty at its heart. Shot on location in Pittsburgh, it uses the city's three rivers for its boat chases and stunt sequences.
